Dynamic naming technique for what?
For normal Range naming, When we add value, the named Range will not change but thanks to dynamic naming technique, we can easily add value to that Range.
Instructions for using the “dynamic” naming technique
Step 1: Name 1 Range
Step 2: In the Formulas section, select Name Manager

Step 3: Select Edit

Step 4: In the Refers to section, we enter the following formula =OFFSET($A$1,0,0,COUNTA($A:$A),1)

Step 5: Click ok and close the Name Manager dialog box
Result
